Breif Profile

Nusrat Yaqoob, is an accomplished Rural Development Economist and water resources management professional, having special focus on Natural Resources Management laws and Governance with over 4 years of experience in research and project management. Nusrat always advocates and stresses the need for increased innovation and innovative partnerships as a way to manage globalization and achieve the SDGs. She believes that innovation can help to manage globalisation in a good way. She has worked with Applied Economic Research Centre (AERC), non-profit organizations, World Food Agriculture Organization (FAO) in 2018, State Bank of Pakistan 2018-2019, Sindh Government 2018, International Association for Hydro-Environment Engineering and Research (IAHR) 2020-2021, World Bank : Karachi Neighbourhood Improvement Project (KNIP) 2022, Growth Of Rural Advancement Support Program (GRASP) 2022, with Pakistan Poverty Alleviation Fund (PPAF), She has hands on experience to work with international consultants at MMP Pakistan, and has in-depth knowledge about CSR activities and its role to achieve SDGs. Besides being Task force member of International Water Resource Association (IWRA) since 2022, she is also a regional Climate Reality Leadership Regional Lead for Sindh, Pakistan. Nusrat is also effective at persuading and influencing high-ranking individuals. Her opinions are highly valued, people trust and respect her judgments. She earned her degree in M.A (Economics) back in 2012, during her course work, she developed a passion and interest in the geopolitics of Southeast Asia. In particular, she focused on topics like Sustainable Development; Environmental Governance; Political Economy; Circular Economy and Carbon Financing. In later years from 2013 to 2018 as a research fellow in AERC while pursuing her M.Phil., she had successfully nourished her insatiable passion for conducting research about the agriculture productivity per hectare yield and its major components. Resultantly she planned to continue her education by applying in Ph.D., at University of Karachi. She wants to get engage more with influential decision-makers and thought leaders in international public policies concerning natural resources management and governance. She's open to challenges, conversations, and an exchange of ideas from the top players in the development industry. Her long-term goal is to become a national-level policy adviser. She wants to use her untiring commitment and drive to bring more dignity and autonomy to the citizens of developing countries particularly in global South. Nusrat has a lot of significant professional experiences as a development researcher. She has written more than four international research paper besides blog posts concerning to climate changes issues, carbon financing, and on international water laws and missing legal instruments among the countries, early warning natural hazard system and mechanism, post and pr- disaster mechanism and policy framework, climate smart agriculture practices, sustainable agriculture practices and intensification. Recently she has developed her skills of reviewing the research papers and articles.

Summary:

This is a comprehensive proposed project study plan for the given period of three years I have designed the activity of producing 3 E-Lecture (recorded), and 1 Blog post in a year, and I will produce one research paper in a year from the proposed research topic and get it to publish in the grass-root journal. The major area of this proposed study project is “Missing Institutional Arrangements Impact of Trans Boundary Water Conflict Between Pakistan and Afghanistan on Regional Economic Development” on the Indus-Kabul River. Pakistan is the third most water-scarce country in the world among the 30 most water-scarce countries of the world. For this reason, to counter forthcoming food energy crises in the region the issue needs to be addressed. The methodology comprised of the SEEAW water framework coupled with WEAP will not only help to project the future water supply but future water demand as well. At this time due to climatic stress, it is high time to use primary and secondary sources of data to analyse the forthcoming water issues comprehensively.

Main Objectives of Project:

• To increase the awareness among the masses concerning water scarcity in Pakistan at the sub-nation and national level that there is a dire need to revisit the water apportionment 1991 accord by taking into account the ongoing water crises between Pakistan and Afghanistan.
• To devise a comprehensive policy framework for truly quantifying the Indus River water by weighing each component: geo spatial-geo-physical and socio-economic into account.
• To participate in International Conferences, Summits, and Youth-Led activities to uplift the international community's understanding that how Pakistan and South Asia water crises are suppressing economic growth in the region in short term and long term and what immediate policy measures are required to counter with the aggravating situation.

Main Activities of Project:

• Within three years (30 months of the fellowship program) two research papers will be produced and get published in the grass-root institute journals). During this time, I will participate in conferences and will represent the grass root foundation fellowship research studies on different platforms. The outcome of the study will be shared in the final meeting with the other fellows in May-June 2025.
